SEND Reforms: There are proposals to reserve EHCPs (Education, Health and Care Plans) for children and young people with “the most complex needs”, linked to new nationally set Specialist Provision Packages. (see links below)
Based on your own experience, what does “complex needs” mean to you?
- If you would like to write more, here are some prompts that may help you.
- What would you include in the definition to make sure children with complex and overlapping needs don’t slip through the net?
- The government talks about “the most complex needs”. What should the threshold be based on (support needed day-to-day, safety/risk, multiple diagnoses, health + education needs, etc.)?
- Are there particular needs/situations that must be included? (Feel free to share examples.)
- What safeguards would stop children being excluded because they don’t neatly fit a category/package?
This question is loosely based around questions 21 and 22 of the consultation.
